In order to accomplish the objectives of sponsored projects and departmental activities, it is sometimes necessary or efficient for a university unit or department to provide goods or services to that activity.  In order to comply with federal regulations and Indiana University policies, these activities must be separately budgeted and accounted for as recharge centers.  (The term service centers is used interchangeably with recharge centers in applicable regulations).

As a recipient of federal grants and contracts, Indiana University is subject to cost principles and cost accounting standards set forth by the federal government. Service centers providing goods or services to and directly charging grant or contract accounts fall under stringent review and oversight guidelines established by the government to identify excessive, unallocable, and unallowable charges.   

OMB Circular A-21 establishes cost principles for colleges and universities applicable to the operation of service centers and mandates the following: 

Service center accounts should be in the 66-xxx-xx series. The account should be set up as a cost center in which only those costs directly related to providing the goods or services are incurred. Revenue recorded in the accounts is generated from internal billings for actual services performed or goods purchased.
