From time to time proposals are submitted that include resource commitments from departments, schools or in some cases campuses other than the one submitting the proposal. Usually these commitments are in the form of faculty salaries but in some cases they include a combination of faculty salaries, equipment, facilities and services. In such situations there needs to be assurance that all units involved have agreed to the commitment of resources prior to the time the proposal is submitted.
It is the responsibility of the department submitting the proposal to obtain approval from the Chairman and Deans or Directors of all other units involved. The route sheet and proposal should be forwarded to the secondary units involved for review and signature. This is in addition to the routing procedure normally followed within the originating unit. If time constraints prohibit obtaining route sheet signatures from the secondary units, it is the responsibility of the originating department to obtain a written statement in lieu of a signed route sheet from the Dean or Director of the other unit(s). The statement should acknowledge that they have reviewed or been briefed on the proposal and agree to commit the resources required by the proposal. The statement should be prepared and signed by the person who has authority to make commitments for the unit and must specify the resources committed. In the case of regional campuses, the statement must also be signed by the chancellor.
In all cases, signed commitments or properly signed route sheets must be received by the Research Office prior to the time the proposal is to be processed for mailing.
