U.S. Public Health Service (PHS) Salary Reimbursement Restrictions

The 1990 appropriations act limits salary reimbursement from U.S. Public Health Service funds to $120,000 per year. (See attachment) If only a portion of the salary of a person earning over $120,000 is to be paid from PHS funds, the amount to be paid must be on a proportional basis. For example, if 75% of a personís time is devoted to a PHS project the maximum to be paid from the project would be 75% X $120,000. Any supplement above that amount would have to be considered cost-sharing and paid from a cost-sharing source.
